Update 07/25/19: At their July 24, 2019 meeting, Lebanon City Council passed amendments as proposed in Ordinance #2019-09. New rules and rates are now in effect.

Update 07/11/19: At their July 10, 2019 meeting, Lebanon City Council discussed amendments to proposed Ordinance #2019-09. Definitions were clarified and the disposal fee for Construction and Demolition debris is proposed to be increased to $150/ton. These amendments will be voted on for final approval at the next Council meeting scheduled for July 24, 2019. Once approved, new fees and acceptance of Construction and Demolition debris will go into effect on Thursday, July 25, 2019. The revised proposed changes have been posted below.

New Regulations & Fees Proposed

The City Council began reviewing proposed amendments to the City Code relative to Solid Waste Disposal at a special meeting on June 26, 2019

Discussions will continue at the July 10, 2019 City Council meeting and a public hearing will be held on Wednesday, July 24, 2019. 

At the close of the public hearing, should the Council act on the amendments as presented, the new regulations and fees will be effective Thursday, July 25, 2019.

Why are Solid Waste fees changing?

Current solid waste markets are changing and disposal costs are on the rise. The value of “airspace” at the Lebanon landfill is increasing as disposal capacity in the region dwindles. As a result, fees for Municipal Solid Waste (MSW), Construction and Demolition debris (C&D), and other processing fees need to be updated. These proposed changes will improve consistency, reduce subjectivity, and move our rates to a more reasonable market rate which will increase revenues to help pay for costs associated with increased regulation of the facility.

What will the new fees be?

Currently, residential MSW is charged on a per-pound basis ($1.00 per 30 pounds of waste, or when translated to our punch card system, 1 punch for every 30 pounds to be disposed). The proposed charge is a “per bag” system, still utilizing the average weight of 30 pounds for a household bag of waste. 

Punch cards will increase from $10.00 per card to $15.00 per card and the fee to dispose of 1 regular-sized household bag will be 1 punch (3 punches for a contractor-sized bag). Fees for disposal of other types of waste will also be increased/implemented. Please see the Proposed Fee Schedule for more information.
