[ARCHIVED] Understanding New Landfill Fees

New Fees at the Lebanon Solid Waste Facility
On July 24, 2019, the Lebanon City Council approved a number of updated fees for disposal of various types of waste and updated City regulations associated with managing solid waste (see 
New Solid Waste Regulations & Fees).

What does this mean for me?  

  • Landfill punch cards are now $15 each. 
  • A “One Bag - One Punch” system is now in effect. Solid Waste Staff will no longer estimate the weight of a bag of trash. Each “punch” on a punch card is valued at $1.50 and covers one bag of trash. To get the most from the "One Bag – One Punch" system, we suggest you recycle as much as possible and consolidate smaller bags into a larger bag (for example, 2 standard kitchen trash bags will fit into a 30-gallon trash bag).   
  • “Half punches” will no longer be assessed.

As seen in the photo, barrels can be used instead of bags.  A 50-60 gallon barrel will be charged 2 punches and a 96-gallon toter will be charged 3 punches.  If using barrels or a toter, residents are not required to use a specific brand.

Where can I purchase punch cards?
Punch cards can be purchased at City Hall, West Lebanon Feed and Supply, Lavalley Building Supply, and Jake’s Market (Lebanon). Landfill punch cards are no longer being sold at Lebanon Public Libraries. Please see our

What happens if I have punch cards I purchased before the price increase?
Punch cards that were purchased before the landfill fee changes took effect are still accepted without a penalty.

What about Construction and Demolition debris?
Construction and demolition (C&D) debris is once again accepted at the facility. The disposal charges are higher. A punch on a punch card allows for the disposal of 20 lbs of C&D. This material MUST be separated from all other wastes. For a full description of what is accepted as C&D waste, please visit our

What about brush? 
Brush loads greater than 2 cubic yards are no longer free. Loads of brush are charged at $10/ton. A minimum charge of $10 will be assessed on brush loads that are greater than 2 yards but less than a ton. 

What if I need to use the scale?  
With many of the new fees, loads may need to be weighed in for accuracy and fair assessment of disposal charges.  When using the scale, charges are assessed per pound and one punch on a punch card is equal to 30 pounds (one full ticket is equal to 300 lbs. of waste). Be sure to connect with staff about what materials you have to dispose of and plan to arrive at the facility before the scales close. 
Please keep in mind that the scale closes at 4:00pm during weekdays and at 1:00pm on Saturdays
