[ARCHIVED] Lebanon Police Recent Arrests

On June 16, 2020 at approximately 7:26 PM, the Lebanon Police Department received a call that two juveniles at a Lebanon residence were intoxicated, fighting, and throwing rocks. Upon Officers’ arrival, it was determined that the juveniles had gotten into a physical altercation, one juvenile had used a rifle to strike the other juvenile, and they had broken several things inside the residence. One juvenile was charged with Second Degree Assault with a Deadly Weapon and Reckless Conduct with a Deadly Weapon and was transported to the hospital for minor injuries. One juvenile was charged with Criminal Mischief, Simple Assault, Resisting Detention, Controlled Drugs, and Possession of Marijuana, and was transported to the hospital for evaluation, then transported to a juvenile placement facility.


Photo of Justin SmithOn June 21, 2020 at approximately 2:35 PM, the Lebanon Police Department received an anonymous call for a welfare check on a male at a local business who appeared impaired and was falling asleep in his vehicle. Upon arrival, the male was identified as Justin Smith, age 26, of Swanzy, NH. Smith consented to a search of his vehicle, where needles and Heroin were found in the center console. Smith also had bail conditions from a previous charge which he had violated. Smith was taken into custody and charged with Controlled Drugs, a Class B Felony, and Contempt, a Class A Misdemeanor. Smith was released on Personal Recognizance bail with a Grafton County Superior Court date of August 17, 2020.


On June 22, 2020 at approximately 12:06 PM, the Lebanon Police Department received a call about a male in and out of consciousness in his vehicle parked in the roadway, believed to be impaired. Upon arrival, the male was identified as Thomas Cady, Jr., age 29, of Warren, NH. He appeared to be under the influence. Cady was administered Narcan by the Lebanon Fire Department and became responsive. When Cady exited the vehicle, drug paraphernalia fell onto the ground. Cady was transported to the hospital and processed there for DUI, a Class B Misdemeanor. Cady was released on Personal Recognizance bail with a Lebanon District Court date of September 28, 2020. An exterior K9 sniff of the vehicle resulted in a positive alert, and Cady’s vehicle was seized pending a search warrant. On June 23, 2020, a search warrant was completed on the vehicle and 8 bags of suspected Heroin were located.


Photo of Robert TibbettsOn June 29, 2020 at approximately 3:38 PM, it was reported to a Lebanon Officer that it appeared someone was attempting to gain entry into a secure abandoned building in West Lebanon. The male left on foot prior to officers’ arrival. A K9 track was conducted but the male was not located. Shortly after, a male matching the description was located in West Lebanon. The male, identified as Robert Tibbetts, age 39, of Ascutney, VT, was found to have several warrants. Tibbetts was taken into custody on the warrants for Unauthorized Taking and Conspiracy to Commit, both Class A Misdemeanors. Tibbetts was released on Personal Recognizance bail with a Lebanon District Court date of September 14, 2020. Tibbetts has not been charged with attempted trespassing and the case remains under investigation.


Photo of Nicholus YoungOn June 29, 2020 at approximately 6:13 PM, a motor vehicle accident in West Lebanon was reported to the Lebanon Police Department. Nicholus Young, age 29, of Lebanon, NH had driven out of the Circle K parking lot at a high rate of speed and struck two other vehicles on Main Street. Young then backed into the Circle K parking lot and drove off. He was located at an apartment complex in West Lebanon. Young was taken into custody and charged with Conduct After Accident and Driving after Suspension, both Class B Misdemeanors, and Misuse of Plates and Reckless Operation, both Violation level offenses. Young was released on Personal Recognizance bail with a Lebanon District Court date of September 14, 2020. One operator from the accident was transported to the hospital with minor injuries.


Photo of Aleksandr TartakovskiyOn June 30, 2020 at approximately 1:54 AM, the Lebanon Police Department received a call about a suspicious incident at the Quality Inn. A staff member of the Quality Inn was reported to have sexually harassed a female staying at the hotel. The staff member, identified as Aleksandr Tartakovskiy, age 52, of Lebanon, NH, offered to buy the female alcohol, touched her breast without her consent, and offered her money while discussing sexual favors in return. Tartakovskiy was taken into custody and charged with Simple Assault, a Class B Misdemeanor, and Prostitution, a Violation level offense. Tartakovskiy was released on Personal Recognizance bail with a Lebanon District Court date of August 31, 2020.
