Wards and Polling Places
The City of Lebanon has three wards, each with its own polling location.
- Ward 1– Kilton Public Library, 80 Main Street, West Lebanon, NH 03784
- Please use the rear entrance to the Library. You will not be able to access the polling location by the front door.
- Parking is available behind the Library or at the Olivet Baptist Church on Maple Street.
- Ward 2– United Methodist Church, 18 School Street, Lebanon, NH 03766
- Please use the side entrance to the church. This is accessible by walking up the driveway.
- Parking is available all along School Street.
- Ward 3– City Council Chambers, City Hall, 51 North Park Street, Lebanon, NH 03766
- Please use the front entrance or side entrance to gain access to the polling location.
- The accessible entrance is the side entrance, located between City Hall and the Roger's House. An elevator is available.
- Parking is available along the green or behind City Hall.
Our polling hours are 7:00 am through 7:00 pm.
Where is My Polling Location?
Your polling location is based on where you live. To determine your polling location, you can do one of three things:
- Visit the State of NH Voter Information Lookup website and enter your address.
- Consult our ward-by-street list. Please note that some streets are split between wards, so consult this list carefully.
- Contact our office at 603-448-3054, and we can check for you.
Absentee Ballots: Who Qualifies and How to Request
There is no early voting in New Hampshire; however, qualified voters can vote by absentee ballots. Please visit our Absentee Balloting page for further information; this section is just a brief overview.
Requests for an absentee ballot must be made in writing and contain the voter’s name, the reason for the request, mailing address, domicile address, and signature. If you prefer to use an absentee ballot request form, you can download one from our website or call our office, and we will mail one to you. Or you may write a letter requesting a ballot. Your request can be returned in person, by fax, email, mail, or hand delivered by a friend or family member.
While anyone may return another voter’s absentee ballot application to our office, it’s essential to know that absentee ballots can only be handed to the voter or mailed to the voter. We cannot hand your ballot to anyone else, regardless of their relation to you. Why only you? NH Law 657:15 specifies that it must either be mailed to or personally delivered to the applicant.
Requests for absentee ballots can be submitted in person or by mail (51 North Park Street, Lebanon, NH 03766); by fax (603-874-1269); by email (email@example.com); or by leaving your request in our green drop box located at the side entrance to City Hall.
Important Dates for Requesting Absentee Ballots
Now through November 7, 2022: Absentee Ballots can be requested and returned during our regular business hours of 7:00 AM to 5:00 PM.
Extended Hours: City Clerk’s staff will be issuing and accepting returned absentee ballots from 9:00 AM until Noon on Saturday, October 22nd; Saturday, October 29th; and Saturday, November 5th.
Returning Absentee Ballots
An absentee ballot can only be returned by mail, in person by the voter, or by a delivery agent.
Mail: To be counted, the Clerk's Office must receive ballots through the mail by 5:00 PM on November 8, 2022. Ballots received after that time are not counted.
In-Person: You may return your completed ballot in person during regular business hours, Monday through Thursday, from 7:00 AM to 5:00 PM. The deadline to return your ballot in person is Monday, November 7th, by 5:00 PM. Please note voters cannot return their absentee ballots in person on Election Day.
Delivery Agent: The following people are considered to be delivery agents, per NH RSA 657:17:
- The voter’s spouse, parent, sibling, child, grandchild, father-in-law, mother-in-law, son-in-law, daughter-in-law, stepparent, or stepchild;
- Nursing home administrator licensed pursuant to RSA 151-A:2 or a nursing home staff member designated in writing by the administrator to deliver ballots;
- The residential care facility administrator or residential care facility staff member, designated in writing by the administrator to deliver ballots;
- The person assisting a blind voter or a voter with a disability who has signed a statement on the affidavit envelope acknowledging assistance. This person cannot deliver more than four absentee ballots.
- Your delivery agent will be asked to complete a return form and show photo identification in order to deliver your ballot.
- Delivery agents are permitted to return the voter's absentee ballot to the City Clerk's Office or the Voter's Polling Location by 5:00 PM on Election Day, November 8, 2022.
**Important** Please do not return your absentee ballot by placing it in the green drop box next to the side entrance to City Hall. Any ballots left in that box will not be counted. This warning appears on the drop box.
Completing Absentee Ballots
Your absentee ballot will come with a set of instructions as well as two envelopes: An Affidavit Envelope and a Return Envelope. Please read those instructions carefully and then complete your ballot.
- Completing the Ballot: Vote for no more than the number specified for each race. For example, you can only vote for one person for Governor; therefore, you should only fill in the oval for the candidate you want to vote for on the ballot or as a write-in.
- Affidavit Envelope: Once you complete your ballot, place it in the Affidavit Envelope and seal it. Please remember to sign the envelope. Failure to sign or include your Affidavit Envelope will result in your ballot being rejected and not counted on Election Day.
- Return Envelope: The Affidavit Envelope is then placed inside the Return Envelope. If you have any documents that need to be returned, such as voter registration material, please place those in the Return Envelope as well. Seal your Return Envelope, and if mailing, affix postage. Standard postage is required if just returning the ballot; additional postage may apply if you have voter registration material to return.
When and Where to Register:
Now through October 27, 2022: Eligible residents can register to vote at the City Clerk’s office during this time. Our office hours are Monday through Thursday, 7:00 AM to 5:00 PM.
Saturdays, October 22 and October 29, 2022: The City Clerk’s Office will be open from 9:00 AM to Noon for voter registration and absentee ballots.
Saturday, October 29, 2022: From 12:00 PM to 12:30 PM, the Supervisors of the Voter Checklist will be in session to accept additions and corrections to the voter checklist. This will be the last opportunity to register to vote or make changes to information before the Election. Please note that same-day voter registration will be available at your polling place on Election Day.
November 8, 2022: You may register to vote and vote at your polling location on Election Day. When visiting the polls, please start with the Supervisors of the Checklist for voter registration. Greeters will be at each ward to direct you to the Supervisors.
If you are a college student attending college in New Hampshire and residing in Lebanon, you have the choice of either voting in the community you resided in before entering college, or you may register to vote here using your current Lebanon address.
It is important to understand that you will be removed from the voter checklist from your previous community should you register to vote in Lebanon. You will not need to change your driver’s license to New Hampshire if you are from another state. Establishing your voting domicile here in Lebanon will not affect your in-state versus out-of-state tuition status. However, you may want to check with your financial aid office to see if any scholarship or grant is conditioned on your previous residence address. Other things that may be affected are health insurance, car insurance, and taxes.

Voters in Nursing Homes and Assisted Living Facilities:
Are you or someone you know a resident of a nursing home or assisted living facility? Residents in these facilities have the right to maintain their previous address for voting purposes per NH Law (RSA 654:2). That means they do not have to register and vote in Lebanon if they would like to remain on the checklist of the community which they lived before entering a facility. This also holds true for these voters who were already registered to vote in Lebanon but are now in a new ward due to their move to a facility.
If you are assisting someone who is a resident in a facility, it is important to discuss these options with him or her before completing a request for an absentee ballot or voter registration forms. They may still wish to vote in the local elections from their previous community or ward, and they will no longer be able to do so once their voter registration has been changed.

Can I verify that I am registered to vote?
Absolutely. You can use the State of New Hampshire Voter Lookup website to verify if you are registered to vote by checking your party affiliation. If you do not see your information listed, please contact us with your name and date of birth. On occasion, there is an error, such as a typo, on your record that will prevent your information from appearing. If you have recently registered to vote, you may not yet be in the system. Feel free to contact our office for verification.
