In January 2019, Lebanon was informed that they had been upgraded from SolSmart Bronze to Silver designation by the U.S. Department of Energy. This was the result of the D.O.E.’s reconsideration of two key features that the City had already put in place:
1) codes in our zoning ordinance that accessory-use solar PV is explicitly allowed by right in all Zoning Districts; and
2) City inspection staff who are trained in best practices for permitting and inspecting solar PV and/or solar and storage systems.
The term ‘accessory solar’ means a solar PV system that is designed to supply power to principal use(s) on the same lot of land.
The SolSmart designation is a points-based system, and achieving Gold might come soon. The specific element needed is a public commitment by Lebanon for a three-day turnaround time for small rooftop solar system permits.
