1. How do I pay my ticket?

Instructions for paying your ticket are located on your ticket. Please read your ticket carefully. Payment options depend upon the type of ticket you receive. The following is a brief overview of payment options available for each type of ticket. 

Parking Ticket - Payment Options

Choose one of 2 options below:

1. BY MAIL: Mail the amount indicated using the envelope provided at the time ticket was issued. Check or money order only made out to the Lebanon Police Department. Do not send cash through the mail.
2. IN PERSON: Pay in person at the Lebanon Police Department, 36 Poverty Lane, Lebanon, NH 03766. Cash, checks, or money orders only. Credit cards not accepted. 

Motor Vehicle Violation - Payment Options

Choose one of 4 options below for payment of guilty and Nolo Contendere pleas only:

1. ONLINE: 24 hours a day, 7 days a week at NH.gov/PayTicket This option is available only if your ticket was issued within the past 30 days. You must have a valid email address and MasterCard or Visa credit card.  
2. BY MAIL: Make check or money order payable to "State of New Hampshire-MV" in the total amount of your fine. Mail to: Bureau of Financial Responsibility-PBM, 23 Hazen Drive, Concord, NH 03305. U.S. Funds only. Do not send cash through the mail. If using a valid MasterCard or VISA, please include card# and expiration date.
3. IN PERSON: You may pay at the Bureau of Operations, 23 Hazen Drive, Concord, NH 03305. Make check or money order payable to "State of New Hampshire-MV" in the total amount of your fine. U.S. Funds only.
4. BY PHONE: Pay by calling 1-800-272-0036, Monday through Friday, 8:00 to 4:30pm only. You can use your MasterCard or VISA. Please have your ticket and credit card in hand when calling. If calling from outside of the United States, please call 603-227-4070.

Possession of Marijuana or Hashish Violation - Payment Options

Choose one of 3 options below for payment of guilty and Nolo Contendere please only:

1. BY MAIL: Make check or money order payable to the Circuit Court listed on the face of the complaint in the total amount of your fine. U.S. funds only. Do not send cash through the mail.
2. IN PERSON: Make check or money order payable to the Circuit Court listed on the face of the complaint in the total amount of your fine. Payment can also be made in cash. U.S. funds only.
3. BY PHONE: Pay by calling 1-855-212-1234, Monday through Friday, 8:00 am to 4:00 pm only. You can use your MasterCard or VISA. Please have the complaint and your credit card on hand when calling.

2. Where can I park in the Downtown Lebanon area?

The below-featured map shows the various parking areas in Downtown Lebanon. Overtime parking is subject to a $10 fine with each additional time period violation constituting a separate offense. The enforcement of timed parking ensures adequate turnover of parking spaces so there is ample parking for all who wish to enjoy the downtown area. The areas shaded in yellow and marked "AD" are All Day parking spaces, green areas marked "2HR" are two-hour parking, orange areas marked "1HR" are one-hour parking, and dark orange marked "30" are 30-minute parking. 

Handicap spaces are highlighted by a blue square along with the international symbol of access. These vehicles are subject to time restrictions for the time limit location in which they are parked.

3. Does the City of Lebanon have an animal control department?

The City of Lebanon does not have an Animal Control Department or Animal Control Officer. Please review the following information if you need to report an animal control issue. 

Cats

• To report a cat showing signs of being rabid or acting aggressively, please contact the Lebanon Police Department at 603-448-1212.
• To report a stray cat, you can complete the Lost/Found Pet Report from the Upper Valley Humane Society. 

Dogs

• For information about leash laws, please see Lebanon Code, Chapter 18 Section 3: Restraint. 
• To report an unrestrained or stray dog(s), please use LebConnect online or contact the Lebanon Police Department at 603-448-1212.
• To report a barking/vicious dog(s) or improper disposal of dog waste, please use LebConnect online or contact the Lebanon Police Department at 603-448-1212.
• For information about dog licensing, please contact the Lebanon Clerk's Office. 

Dead Animals

• To report a dead or injured animal on a city maintained road/street, please use LebConnect online or contact the Lebanon Public Works Department at 603-448-3112.
• To report a dead or injured animal on a state road/highway, please contact the NH Department of Transportation.

Wildlife and Agricultural Animals

• To report a wild animal (ex. bear, moose, coyote) loose in local neighborhood, please use LebConnect online or contact Lebanon Police Department at 603-448-1212.
• For assistance with a trapped animal (ie. skunk, raccoon, etc.) on your property, please contact NH Fish and Game.
• For questions regarding zoning regulations for agriculture, please use LebConnect online or contact the Planning and Development Department. 

4. What should I do if I find a stray dog?

The Lebanon Police Department occasionally receives calls about found dogs and we are happy to help when we can. 

If the dog is not friendly and/or you cannot approach it, please call the Lebanon Police Department at 603-448-1212.

The following are tips you can follow if the dog you find is friendly and lets you approach it:

• Check for an ID tag with name, address, or phone number.
• Bring the dog to a veterinary hospital to scan for microchip.
• Bring the dog to the Upper Valley Humane Society, 300 Old Route 10, Enfield, NH.
• You can also call the Lebanon Police Department at 603-448-1212. We have a long-standing relationship with the Upper Valley Humane Society and are able to transport dogs there after hours. 

Another frequently asked question we receive is whether we have an animal control department. The City of Lebanon does not have an Animal Control Department or Animal Control Officer. Please see our Animal Control FAQ for more information about how to report an animal control issue.

5. Are vehicles bearing a valid disabled parking permit subject to the parking space/zone time limit restrictions?

Yes, vehicles bearing a valid disabled parking permit are subject  to any time restrictions for the parking space or time limit location in which they are parked.

6. How do I get my fingerprints taken?

The Lebanon Police Department performs Livescan fingerprinting services only for the City of Lebanon residents, the Lebanon School District, and Lebanon businesses. Livescan fingerprinting is only done on Thursdays between the hours of 10:00 AM and 2:00 PM or on Saturdays between 9:00 AM and 12:00 PM.

Please Note: While we do our best to provide fingerprinting services, there are instances where it is not possible to accommodate requests at that time due to emergency calls, arrests, or special events. You may call 603-448-1212 ahead of time to see if fingerprinting will be possible, however, please know that sometimes an emergency call will come in between the time of your call and when you arrive and may change things. We appreciate your understanding.

7. How do I request to have references to my arrest record removed from publicly posted police logs?

In order to have any reference to your arrest removed from public facing police logs, social media, or other posts on the City of Lebanon website, you must apply and be approved for a court-ordered annulment. 

Once an approved annulment is received from the court, the police department removes any mention of the arrest from the City website and social media networks. 

An annulment must be requested from the court where the conviction occurred. If you were just arrested but never found guilty, the annulment would need to be filed in the court where the case was heard. 

We do not control references to any arrests that may be posted on websites not controlled by the City of Lebanon to include, but not limited to; news and media pages, blogs, search engines, and social media.

8. When is the Winter Parking Ban in Effect?

The City of Lebanon's Winter Parking Ban begins on December 1st and continues through April 1st, between the hours of 12:00 am and 6:00 am.

The City of Lebanon's Winter Parking Ban begins on December 1st and continues through April 1st, between the hours of 12:00 am and 6:00 am.

City of Lebanon Code 168-06 “Winter Parking” prohibits the parking of vehicles during the above date and times on any street in the City of Lebanon. Per the ordinance:

• No person shall between the hours of 12:00 midnight and 6:00 AM from the first day of December to the first day of April:
  • Park any motor vehicle on any street or sidewalk within the City of Lebanon except any emergency vehicles.
  • Park any motor vehicle in the Hough Square parking lot, so-called.
  • The Chief of Police may, when deemed necessary because of weather conditions, suspend enforcement of this section upon giving notification of said suspension to the City Manager.
• No person shall between the hours of 1:00 AM and 6:00 AM on the mornings of Monday, Wednesday and Friday from the first day of December to the first day of April:
  • Park any motor vehicle in Lot A (the parking lot adjacent to Hanover Street and the Mall) and Lot C (the parking lot off Flynn Street in the rear of City Hall) so-called.
    
• No person shall between the hours of 1:00 AM and 6:00 AM on the mornings of Tuesday, Thursday and Saturday from the first day of December to the first day of April:
  • Park any motor vehicle in Lot B (the parking lot adjacent to the Mascoma River, railroad track area and Carter-Witherell Center playground) so-called.

Additional rules to follow include:

• We also ask that you do not park on, or obstruct the sidewalks; parking on the sidewalks is always prohibited.
• Please do not obstruct or block the sidewalks, this forces walkers to walk out into traffic and prevents the sidewalk tractors from plowing the sidewalks; No one is grandfathered when it comes to blocking or parking on a sidewalk.
• Cars and trash bins blocking the sidewalks cause undue safety hazards for both the plow operators and the citizens attempting to use them.
• During a winter storm if you see a plow truck coming off a side street, please allow room for the plow to operate. Most times the plow will be backing up to re-enter the street it just left.

10. Will my vehicle be towed during the Winter Parking Ban?

Once the Winter Parking Ban is in effect, if your vehicle is parked on a street or restricted parking lot and is impeding snow removal, the Public Works Department may ask the Police Department to have the vehicle towed. If time allows, Dispatch will make every effort to contact the registered owner of the vehicle to have it moved prior to towing. 

If your vehicle is parked in a private parking lot and impeding snow removal, the owner of the property may have your vehicle towed at their discretion, in which case the Police Department may not be aware.

Any towing cost incurred is the responsibility of the vehicle owner. 

11. What do I do if my car was towed?

If your car was towed in Lebanon, please contact Dispatch at 603-448-1212.

12. How do I get a copy of my accident report?

Send written request with $10 pre-payment to 36 Poverty Lane Lebanon NH 03766. Include the driver's name, date and location of accident, and accident number if available. Request forms are available at the Records Division windows at 36 Poverty Lane. Reports are not released until payment is received. Please allow a minimum of 2 weeks from the date of your accident for processing of your request.

Please note: An accident report where one of the drivers has court action pending cannot be released until the case has been cleared from court. When reports are ready, they will be mailed. 13. I think I have received a scam call. What should I do?

If you receive a suspicious phone call and feel it is a scam, hang up and take these steps:

• For IRS scams: Call 1-800-366-4484
• For all other phone scams: Call 1-888-468-4454

14. How do I apply for a pistol permit?

Lebanon residents can apply for a permit to carry a loaded, concealed, pistol or revolver on their person or in their vehicle. Further information is available by visiting our Records Office page.
