What is the Runway Safety Area Project?

Federal Aviation Administration design criteria in-place since the early 1980s shows that the Runway Safety Areas should extend 1,000 feet beyond each of the 4 runway ends at Lebanon Airport; and 3 out of 4 runway ends to not meet criteria.
